His murder is the most recent in a spate of attacks against the media, bringing to seven the number of journalists killed this year in a country that has had no functioning central government since the regime of Muhammad Siad Barre was toppled in 1991. Earlier this month, HornAfrik Radio journalist Mahad Ahmed Elmi was gunned down by four unknown men. Ali Iman Sharmarke, founder and chairman of HornAfrik, was killed in his car by a remotely detonated mine as he returned from his colleague’s funeral. UN nuclear watchdog chief dispatches team to Syria

The International Atomic Energy Agency (IAEA) received that information – which claimed that the destroyed Syrian facility was not yet operational and had not yet been introduced to nuclear material – from the United States in April.“It is deeply regrettable that information concerning this installation was not provided to the Agency in a timely manner and that force was resorted to unilaterally before the Agency was given an opportunity to establish the facts,” IAEA Director General Mohamed ElBaradei said.Speaking to the agency’s 35-member Board of Governors in Vienna, he stressed Syria’s obligations under its comprehensive safeguards agreements to report the planning and construction of any nuclear facility to the IAEA.Mr. ElBaradei announced that he is sending a team to Syria from 22-24 June to verify, “to the extent possible at this stage, the veracity of the information available to the Agency.”On Iran, he said that progress has been stalled regarding the one remaining issue: clarifying allegations and questions regarding possible military dimensions to the country’s nuclear programme.Of particular concern are the alleged past weaponization studies carried out by Iran, the Director General said. “Iran maintains that it has never had a nuclear weapons programme and that the documents related to these alleged studies are ‘forged’ or ‘fabricated,’” he said.While the IAEA is analysing information and explanations furnished by Iran, the country “has not yet agreed to implement all the transparency measures required to clarify this cluster of allegations and questions,” the Director General said.Furthermore, Iran has not provided the agency with access to all the documents it has requested and has not supplied explanations to back up its statements. “Such clarifications are critical to an assessment of the nature of Iran’s past and present nuclear programme,” Mr. ElBaradei said.Iranian authorities have stated that its nuclear programme is for peaceful purposes, but some other countries contend that it is driven by military ambitions. Sri Lankan family allowed to stay in Queenstown

Boko Haram Nigerian group that kidnapped schoolgirls put on UN terror sanctions

The United Nations Security Council has added Boko Haram, the Nigerian militant group that has claimed responsibility for the abduction of more than 200 schoolgirls in mid-April, to its list of Al-Qaida associates subject to financial sanctions and an arms embargo.In its designation, the Council’s Al Qaida Sanctions Committee listed the Islamist group, the name of which roughly translates as “Western education is a sin,” as an affiliate of AQIM, the Organization of Al-Qaida in the Islamic Maghreb, and named its leader as Abubakar Shekau.In addition to targeting schools such as the one in Chibok where the girls were abducted, raising a global outcry, Boko Haram has carried out numerous attacks in recent years against police, religious leaders, politicians and public and international institutions, indiscriminately killing civilians and sacking entire towns.The UN has prepared an integrated support package for the victims and families of the mass abduction, following the visit of a high-level representative of the Secretary-General to Nigeria from 12 to 15 May. UN rights office urges Mexico to consider recommendations on case of missing

“The Iguala case shows the crucial role that international cooperation can play in helping States to fight impunity for serious human rights violations,” said Rupert Colville, spokesperson for the UN High Commissioner for Human Rights, in a press briefing earlier today in Geneva. Mr. Colville said that OHCHR commended the “invaluable work” of the Interdisciplinary Group of Independent Experts (IGIE) in Mexico on the six killings and the missing students from the Ayotzinapa teacher-training college in the Mexican state of Guerrero. The IGIE, which was appointed by the Inter-American Commission on Human Rights and invited by the Mexican Government to follow up on the investigation of the case, published an 605-page report on Sunday. Mr. Colville noted that as High Commissioner Zeid Ra’ad Al Hussein stressed during his mission to Mexico last October, it is “very important that the Government acts decisively on the IGIE’s recommendations and ensures the rights to truth and justice of the victims and their families.” Welcoming the willingness expressed by the President of Mexico and the Attorney-General’s Office to take into serious consideration the Group’s recommendations, Mr. Colville urged them to “fully explore the new lines of inquiry suggested by the Group, and to strengthen the investigations into this emblematic case.” He also said that OHCHR was concerned about the “many challenges and obstacles” reported by the experts that may have prevented certain lines of inquiries from being further explored, including regarding the roles and responsibilities of the military and other official authorities. “We call on the Government to ensure effective follow-up to the investigation report and to tackle the broader structural challenges it has exposed. We also encourage the Government to engage with the follow-up mechanism that the Inter-American Commission of Human Rights has announced that it will establish,” Mr. Colville said. In other news, the spokesperson said OHCHR has deplored the confirmation of the death sentence for apostasy against a Mauritanian blogger, Mohammad Ould M’Kaitir, by the appellate court on 21 April. Mr. Ould M’Kaitir was convicted in the first instance by the criminal court in Nouadhibou in December 2014 for an article he had published online. He had expressed repentance on several occasions since, including during the appeals hearing, Mr. Colville said. “We should like to stress that under the International Covenant on Civil and Political Rights, to which Mauritania became a State party in 2004, the death penalty, if not abolished, can only be applied for the most serious crimes,” the spokesperson said. “We hope that the Supreme Court, which has now been seized with the case, will overturn the death sentence against Mr. Ould M’Kaitir,” he added. read more

From drought to floods in Somalia displacement and hunger worsen says UN

According to the agency, about 230,000 people, over half of whom are estimated to be children, have been displaced since April due to flooding. They join around 2.6 million people across the country who have already been affected by drought and conflict.“The rains signal the end of the drought for some areas of the country but they also sharpen the risks faced by acutely malnourished children, and particularly those who have been displaced,” Christophe Boulierac, UNICEF spokesperson, told reporters in Geneva.The rains spread diseases that are particularly deadly for malnourished children whose immune systems are fragile and exhausted.While there has not yet been a notable spike, the risk of further outbreaks is high and compounded by flooding, Mr. Boulierac said.The flooding has also damaged water sources, sanitation facilities and other critical infrastructure, and 22 nutrition centres treating over 6,000 acutely malnourished children in areas hosting the displaced, have had to shut down.Many of the flood-impacted areas are in the path of an ongoing measles outbreak, and a spike in acute watery diarrhoea, or cholera, is a major threat, he said.Children displaced from their homes are most likely to be malnourished.About half of children under 5 – more than 1.25 million – are expected to be acutely malnourished this year, including up to 232,000 children who could suffer the harshest form of malnutrition that requires specialized lifesaving care.UNICEF is still $110.3 million short of the $154.9 million in funding needed to support relief programmes in Somalia. read more

Toro Energy anticipates upwards pressure on uranium and ASX uranium stocks anticipate

first_imgThe pending re-start of nuclear reactors in Fukushima-impacted Japan – expected to commence from around April this year – should have a marked upwards pressure on the current global spot price for uranium, according to Australian uranium developer, Toro Energy. Also from the second day in Adelaide today of the Paydirt 2012 Uranium Conference,  A sector wide analysis of 60 ASX-listed stocks with uranium interests says the market shakeout in the uranium and nuclear energy areas in the past 12 months has created significant equities value going forward.Toro Energy’s Managing Director, Greg Hall, said the short-term spot price had been impacted primarily by the temporary uranium inventory overhang resulting from Japan’s “plant shutdown and safety stress checks” approach in the wake of last year’s tsunami incident. “This inventory overhang will start to be eliminated when Japanese reactors commence re-starts – anticipated in April 2012,” Hall said. “The Japanese Government is committed to re-opening plants as only two of its 55 reactors are operating and it is facing increasing country economic and production issues 12 months on from Fukushima as manufacturing and industrial plants cannot source sufficient electricity. This strengthening of the price will then become a welcome inclusion to the very obvious continuous and growing demand for uranium globally.“This demand is expected to grow by a further 100 Mlb plus per annum by 2025 off the 2011 total uranium demand of 170 Mlb – so this industry is far from dead as some pundits would have the market believe. In fact, it is becoming quite the reverse as a few equities analysts are now starting to factor in.”Hall said the uranium demand growth was no better evidenced by the fact the economic powerhouses of China, South Korea, India and Russia together comprised 75% of new reactor construction – a build rate that would underpin fresh mine supply for the next two to three decades at least. “What also has been ignored in the post-Fukushima information trail is that in addition to events in Japan, the supply squeeze has been exacerbated by a number of announced delays in 2011 to major uranium project developments. This has generated a market over-estimation of uranium supply coming through the forward pipeline.“This over-estimation has been to such an extent that some market forecasters are now suggesting the incentive price for medium term uranium projects is at least 50% above the current spot price for uranium,” Hall said.“And all this of course while new global uranium mines are taking longer to bring on-line – mostly due to approval timelines, technical issues, political issues, costs and finance. Not surprisingly, only a few mines around the world will be ready to fill the demand gap from 2014 onwards – Toro’s Wiluna uranium project in Western Australia intends to be one of these.”Toro’s wholly owned Wiluna project, with a 54 Mlb, is anticipated to receive government approval decisions by mid this year. The company has already conducted successful trial mine and full pilot process plant testwork at Wiluna, has process engineering design and feasibility studies underway, is developing project financing options, and is planning construction and commissioning through 2013 with first uranium sales in 2014. Hall told Conference delegates Toro was anticipating a financing of around A$300 million for Wiluna’s development and commissioning of which about one third or $100 million could be debt funding. The remainder will most likely be a combination of joint venture partner and equity market.The potential for Australian uranium stocks to do better will be continuously enhanced in line with forecast growth in global electricity demand and the wider inclusion of nuclear power in countries’ energy mix. Addressing the conference, Martin Place Securities Head of Research, Greg Burns, said the sector suffered in 2011 through concerns over the global economic outlook coupled with the Fukushima nuclear power plant incident – driving down the share price of domestic uranium companies.“However, in our just completed analysis of the 60 ASX-listed uranium plays, their potential needs to be benchmarked against the fact electricity demand will grow by around 67% to 2030, in an environment of public and government expectation to reduce carbon emissions – plus a supply pressure point for uranium,” Burns said. “In our view, the Australian listed uranium sector therefore offers amazing value. The players offer capital appreciation from current depressed levels through current production, future production potential and opportunities in corporate rationalization of strategic uranium deposits.”Burns said that in its analysis, there were some fundamental drivers for backing an upside in Australian listed uranium stocks. “Since 1990, electricity demand has grown 3% per annum with nuclear power producing 14% of global power generation,” he said. “Nuclear power provides more than 21% of electricity on OECD countries, but only 1.8% to date in China so the growth potential there is obvious. Nuclear power generation was 2,630TWh in 2011 from 434 reactors, consuming 73,800 t of U₃O₈. Yet that U₃O₈ usage is set to explode, growing to 97,700 t by 2020 from 500 reactors – a 17% rise – lifting to 158,400 t by 2030 from 820 reactors – a rate that represents an 85% hike on current usage. In addition, the Megatons to Megawatts program which uses ex Russian military uranium supplies, is due to conclude next year and combined with the fact that the Fukushima incident only caused a 2% cut in global capacity, all contribute to an expected strong future demand for freshly mined uranium. TCI Govt forced to reorganise spending includes hiring freeze

first_imgFacebook Twitter Google+LinkedInPinterestWhatsApp Facebook Twitter Google+LinkedInPinterestWhatsApp#TurksandCaicos, November 13, 2017 – Providenciales – Turks and Caicos revenue has taken a severe hit according to Premier and Finance Minister Sharlene Robinson; 65% down for September which was the month of Hurricanes Irma and Maria.   At the Public Meeting in Provo on Monday evening it was revealed that a projected $20m in recurrent revenue is dwindled to $7m intake for the month of September instead; representing a 65% decline.   October figures are not yet ready explained Premier Robinson, but they are expected to also reflect a dip.The TCI will have to borrow next year despite having the stipulated cash reserves in the bank; these reserves were said to be $101m.    This cash reserves money, shared the Premier, is mandatorily saved, allowing the country to have 90 days of operational expenditure on hand at all times.  Still the TCI is in a fragile state; spending dramatically outpacing income.   The remedy?  Immediate streamlining said the leader in the PDM Administration.The Premier said Cabinet will tomorrow receive the financial recovery plan and the formula is simple: ‘cut down on Government Expenditure.’   The streamline plan will mean a freeze on government hiring, reprioritizing of the EDF money from the European Union to rebuild schools instead of adding a new one and the shelving of some Capital projects.   Bills to TCIG following Hurricane Irma are already up to $1.2m and the money to pay the invoices will be taken from the Contingency Fund said the Finance Minister.The Caribbean Disaster Management Agency (CDEMA) report exposed that about 80% of buildings across the country were damaged.  Government had major structural losses and an estimate to rebuild has climbed to over $10m, not including furniture replacement.The Premier during her presentation said an additional $400,000 came in as a result of the country’s claim following Hurricane Maria from the CCRIF.   In all, over $15m was received from the Caribbean Catastrophe Risk Insurance Facility.The Turks and Caicos was blessed with £50,000 from the Falkland Islands; three new trucks from Gibraltar; $10,000 from a private company in The Bahamas and a commitment of $200,000 from the Caribbean Development Bank.There were reports from all Ministers including Education, Tourism, Home Affairs and Infrastructure.  The Border Control and Health ministers were not at the public meeting held at the Graceway Sports Complex.#MagneticMediaNews#Provopublicmeeting Related Items:#magneticmedianews, #Provopublicmeetinglast_img read more
